The aim of this thesis is to analyse the practice of conducting geological surveys and issuing exploration permits in Estonia, Finland, and Sweden on the basis of publicly available materials and, thus, to identify the bottlenecks and development opportunities of the field. To this end, the framework documents laying down the geological surveys and the legal requirements of Estonia and neighbouring countries (Finland and Sweden) are compared. Additionally, the grounds for issuing or refusing to issue geological exploration permits and ways to process exploration permits more quickly and efficiently or to conduct studies in restricted areas are explored. In addition, I sent to the practitioners a web questionnaire about the applicability of legislation relating to geological work, the traceability of granting of permits, the achievement of the objectives of strategy documents, and other topical issues related to the development needs of the field. Data from existing databases and national registers is also analysed and, on the basis thereof, an overview is given on the geological research carried out in 2008–2018 and the mineral reserves registered in 1990–2017, as well as assessments on the data of geo-databases and the development needs of the databases. Good practises implemented in neighbouring countries are also pointed out. The thesis shows what has been done in Estonia, Finland, and Sweden for the development of geology and which development needs have to be dealt with in Estonia.
The thesis is written in Estonian and contains sixty-one pages of text, seventeen chapters, forty-two figures, and three tables.
